Achat et maintenance de machines portables pour l'effectuation de tests de la vue

Pour les sites de Bruxelles, Luxembourg, Geel et Petten et Seville le Service médical de la Commission européenne recherche quatre machines légères, transportables, qui permettent d’effectuer différents tests de la vue, à savoir : De près, comme de loin : - acuité et astigmatisme œil droit; - acuité et astigmatisme œil gauche; - vision binoculaire plus stéréoscopie; - test rouge/vert (duochrome); - phories; - vision des couleurs. Ces mêmes machines devraient également être en mesure d'effectuer des tests de la vision intermédiaire : - Acuité visuelle œil droit et gauche et binoculaire; La possibilité de tester le champ visuel vertical et horizontal complet, ainsi que la vision nocturne serait un plus (non-obligatoire). Le pouvoir adjudicateur prévoit d'acheter immédiatement deux machines pour les sites de Geel et Seville, tout en se réservant l'option d'en acheter les autres deux durant la vie du contrat-cadre. Ce contrat concernera également l'entretien "omnium" de ces quatre machines ainsi que celui pour deux machines déjà en service à Bruxelles, deux machines à Luxembourg et une machine à Petten.

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the above-mentioned subject matter. This is an inter-Agency call for tenders. The following EU agencies will participate as contracting authorities (hereafter the participating entities) to the framework contract resulting from this call for tenders: Participating entities: EU-OSHA European Agency for Safety and Health at Work and EFCA European Fisheries Control Agency. The overall objective of the contract to be awarded is: - to fulfil the needs of the participating entities regarding the management of subscriptions and the purchase of publications. Study on pornographic platforms

With the introduction of Regulation (EU) 2022/2065, commonly known as the Digital Services Act (“DSA”), the European Union has established pioneering regulations aimed at safeguarding the digital landscape in Europe. In December 2023, the European Commission officially designated three online pornographic platforms, namely Pornhub.com, Stripchat.com, and Xvideos.com (the “Three Designated Entities”), as Very Large Online Platforms (“VLOPs”). The designation of the Three Designated Entities requires the Commission to implement and enforce the DSA on this distinctive subset of online platforms, which possess unique characteristics compared to other designated VLOPs. The effective enforcement of the DSA by the Commission in relation to the designated VLOPs requires the assistance of third-party contractors to support the monitoring and supervisory work, contributing to an objective and scientific approach. The contractor should gather updated insights specifically tailored to navigate the complex ecosystem of pornographic platforms, ensuring a nuanced and effective approach in enforcing the DSA within this specific context. Specifically, the contractual objective is to monitor the compliance of the Three Designated Entities with Regulation (EU) 2022/2065 by providing high quality data and evidence. This assistance aids the Commission in its enforcement activities, focusing particularly on four key areas of DSA compliance: 1. Content Moderation; 2. Risk Assessment; 3. Illegal Content and Practices; 4. Protection of Minors. The contractor will be required to engage in three main research activities that will contribute to the monitoring and enforcement of the DSA obligations: 1. EU/MS Legal Framework Overview; 2. Pornographic Industry Overview with specific reference to the Three Designated Entities; 3. Creation of an Evidence Pipeline for the Analysis of Systemic Risks and Mitigation Measures to Support the Compliance Monitoring and Enforcement of the DSA. The results of these research activities will take the form of regular reports, datasets and ad hoc analyses that will support the Commission’s enforcement tasks. The awarded contractor shall develop a clear, innovative and multifaceted methodology that encompasses the Three Designated Entities and the areas of study identified, allowing for cross-subject and cross-platform comparisons. This methodology should demonstrate an in-depth understanding of current trends, emerging technologies, and best practices in the field of porn studies, with a specific focus on digital pornography and related illegal content and practices. Occupational Safety and Health of home care workers

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the above-mentioned subject matter. The overall objectives of the contract to be awarded are: • To provide an answer to the general question: What are the current and emerging OSH risks and issues for home care workers and how will these issues affect their safety and health and influence the overall service that they provide? • To provide a broad-focus scoping study to identify the most appropriate issues when it comes to OSH in the sector with the aim of guiding OSH prevention, the adoption of policy measures and future research. The comprehensive overview should include information about risks and hazards; health-outcomes; OSH management; policies and legislative initiatives and examples of good practice, practical tools aimed at the workplace level. As such, the principal target group comprises policy-makers and researchers; • to provide and develop new knowledge or information on the most prevalent risk factors as well as the health outcomes in the sector; • to increase visibility and awareness on the new and emerging risks with a focus on the ones related to the digitalisation trend of the economy / sector, shortage of carers, etc.; • to provide policy-makers, social partners, OSH practitioners and researchers with a better understanding and a comprehensive, cross-national insight on the state of the art of the home care sector (services) when it comes to OSH in general; • to contribute to identify gaps in terms of research when it comes to the health and safety of home care workers; • to provide data and information to support the preparation of the forthcoming European wide campaign on Digitalisation (HWC 2023-25) and Mental Health at work (HWC 2026- 27). Expected deliverables are: • A report for publication (total length of approximately 80 pages or 75.000 words (excluding the executive summary and annexes). • A power point presentation (max. 20 slides) based on the report findings. • A policy brief to be published as stand-alone document. It will be based on the discussion and conclusion section included in the final report (four pages maximum). • Six case studies / examples. The maximum total budget available for the contract to be awarded is EUR 70.000 (excluding VAT).

Replacement of Cylon meters for utilities' monitoring on European Commission in Grange, Ireland site

The existing system consists of approximately 30 utility meters logging consumption of electricity, gas, and water across the campus. Meter data, for the most part is sent by battery powered wireless repeaters to a ‘HWM Wi5 Data Concentrator’ logger located in the main boiler house. This logger then pushes information, via a bespoke data collector, to the Cylon AEM system. It is the intention to retain the existing Cylon system, but to replace the logger and battery powered repeaters, as well as replace any damaged meters as required in order to improve system serviceability and reliability.
